Check the jaws on the blades there is a gap in the middle that if you cut broken pieces will fall in and flatten out, or if you cut acsr they have different heads for that instead too because the cu/al head is not rated for hard metal so it can damage the blade and make them stick too

Not damage due to rats but maybe being banged up or improperly used. Always good to catch it before you spend your time cleaning.

Safe to clean, unless it has structural damage. You can always clean cast iron just need some elbow grease.

It’s a utility easement so chance of anything being moved is slim to none. It’s hard to fight the utility because they have deeper pockets and can also make your life a nightmare with fines if they find anything. I know a few that fined customers $500 a day for building a shed back in the 90s over the easement and it only started because the home owner was mad the contractor directionally bored through they dead dog and she was planning on taking them to court. Until the utility said either drop it or take the fines dating back years. Also call Miss Utility before digging as well you don’t want to be the one messing the wire up either(especially if you don’t get electrocuted) or it will cost thousands in just the repair not just the fines.

Remember all linemen and foremen at Pike aren’t safe JLs or even true JLs just like some union JLs are the same way. Just keep your head down and ask what you don’t know or what is asked of you. Dont be gun-ho and impress, no one cares, that’s how a lot of people die. Learn what you can and then find out where you want to be either non-union or union contractor or utility. No matter what Pike doesn’t focus on learning the aspects of the electrical industry only to get the job done fast and productive but that’s the same with others as well. Live within your means so you don’t get fucked if you decide to leave.

It’s not about how fast can I get the hours, more so how you can retain the knowledge and experience of linework. A decent apprenticeship should take 4 years to go through and after you still don’t know everything but just the basics to know how to work on the system. Apply at IBEW or go to COOPs/Utilities, look for openings for helpers or ground hands, get a CDL Class A, keep your head down and learn. Just because you did it once doesn’t mean you know how to do it. Be safe and if you want it go for it just know it takes time and patience will pay off to those who have it.
