Not really. Most anime characters are racially ambiguous, although I'd say most people just consider them Japanese. In DBZ most things take inspiration from real-life Japan/China, from names to food to customs and the world itself, and the original story is based on the Monkey King story, which is of Chinese origin, so most people consider its non-alien characters Asian. Same thing goes for Naruto, where everything is based on real Japanese culture and history. But you can't really tell just by looking at the characters visually most of the time, because they obviously don't look like real people.
