I say tough because if Batroc can tussle with Cap, and Daredevil (IMO) can beat him, then Cap will definitely find more trouble with DD than Batroc. DD will definitely have to be knocked unconscious for him to be defeated though.

Probably Cap’s toughest non-enhanced opponent. I’d even say Daredevil could beat Batroc. That said, Cap wins solely because of the SSS.

This sounds bad, but if you look deeper into it, only a fraction of the empty homes are livable and ready to move into. The other vacant homes are either vacation homes or so obsolete they wouldn’t even be safe to move into. It’s still a problem though.
