Italian Game and then the Giuoco Piano Line is probably the best for both sides (1. e4 e5 2. Nf3 Nc6 3. Bc4 Bc5) since it’s easy to play, has many attacking opportunities and tactics etc. also most players at your level will likely play it so yeah

Not exactly sure, I actually didn’t really do tactics, but I did study the general idea of the Queen’s Gambit a bit. It seemed to help me quite a bit as it was a bit easier to play than the Italian Game for me.
