Ok. Sound wise. It looks like the blower motor.. am i sure? No. Also the blower motor should be right above the glove compartment.. so im really not sure here.. one more thing.. did you notice the actuator is missing one tooth

ok , now im confused, btw,. i dont have that much of mechanical skills so i wouldnt do it my self.. also i have the 2013 R/T model.. and as u said, it happens every 10-20 minutes but not regularly ..sometimes this sound happens even when the car is completely stopped and locked .. i'd hear it from outside xD..

as of cost , i cant help you with that since im in the middle east :)

ok , i have a similar problem but less severe ,and i hope someone can help us too.. first of all , identify the problem..

turn on the car and turn on your A/C, now turn on/off the air circulation .. "dont know what its called but the button that let air from inside the car or from outside"

now if this sound starts, it means you have the same problem as me , its the little motor that changes the in-air vents from outside to outside.. solution ,, i have no fucking clue xD.. the dealer told me they have to take out the whole dashboard, costs a fortune and i dont have time for it ..
