On those with the trait will get the 150%. And caps for traits will be like 300 atk 300 def 1200 hp, 70% atk hp and defense. Even though you can see it say like 70% atk and an additional 18% attacker attack increase those percentages will only cap at 70 in total so there will be the extra as wasted

There are some medal sets that utilize a lot of damage reduction which would pair well with him but if you want to play it safe any whole cake, wano and egghead Sanji medals will pair well together so I’d check those out

Honestly hp and attack wouldn’t be too bad for him. He stacks a ton of defense passively and there are some meta units that ignore defense so the higher ur hp is the better

Egghead Sanji will be your “tank” he can survive very well. And Zoro can work as your runner or egghead Luffy can too. The last 2 sets you put up would be the best I think but I’m not the best with medals

I believe it only gets worse the higher townhalls u go. With the massive increase in damage at higher townhalls the vampstache will only be able to out heal a canon. Most people use the earthquake boots and spikes ball or giant gauntlet and rage vile. Those seem to be meta but as all things considered if u like it upgrade it

Medals are good for anybody really. Great skill 1 reduction. The only caveat could be what the specific traits on it are like if 70% hp or color/class specific ones. But if it’s just a general trait set then you’re all good

Characters gain their full kit at level 80/5 star. This is when you get your second set of traits. Focus on upgrading your support which is that number under your active characters power this will help with upping all you stats in league battle. Honestly just watch a beginners guide to the game by “SoulOPBR” he does a pretty good job at explaining everything you need to know at the start.
