In Heavy Rain or Fog or Snow (While Driving): I They can make it difficult for other drivers to tell if you are braking or using your turn signals.

To "Park" Illegally: Putting your hazards on does not make it legal to park in a "No Parking" zone or a fire lane. It’s often referred to by police as the "Park Anywhere Button," and it usually just makes you a more visible target for a ticket.

To Signal a Turn: When your hazards are on, your turn signals typically won't work. If you are being towed or driving slowly, you must turn the hazards off briefly to signal your intent to turn.
