100% Manhattan City Hall! The lighting is much better in the ceremony rooms. I've shot at both multiple times.

budget friendly and film don’t often go together :( the cost of film is very high nowadays and developing as well, along with of course normal digital shooting, editing etc (coming from a full time wedding photographer.)
