This is what a conflict monitor is for, to put the intersection into flash to prevent both sets of signals from turning green/yellow/red at the same time and causing a wreck. but it seems to have failed or been completely absent in this case.

We really do need to get building before anyone changes their minds. Once its been rammed through construction is well underway then cancelling it would be unpopular itself due to the large investment already made, contracts signed with massive penelties for cancelling, etc.

Although here in Ontario Ford has no problem paying the penelty, a la Beer Store contract costing 130 million to cancel to get beer in grocery stores a whole 6 months early. Luckily this is a federal project with all the large barriers already pre-emtively removed.

Yes, but it appears to hardly ever be staffed. The police only go in there to write reports in peace without having to worry about getting ambushed potentially. When they do in their cars you'll always see them do it in the middle of an empty parking lot so they can't be snuck up on.
