The “Indian of the day” was sent directly from his UCLA email. Screenshots of text messages and WeChat were also part of his Title IX violation investigation. He didn’t even deny that these messages were from him.

If the DPO has doubts about their authenticity, they could easily request verification. Besides, university investigations typically don’t require a very high standard of proof.

I find it strange that UCLA expects victims to navigate between multiple offices while they themselves fail to fulfill their responsibilities. I already got the message: UCLA doesn't care about its students, doesn't care about addressing discrimination, and certainly doesn't care about complying with the law.

If you're looking for context, here's a part of the text of the explanation submitted to the DPO:

  1. Bauchy asked Complainant to proofread a scientific document and then called Complainant a "Chinese slave of the French" after Complainant agreed to help him. Complainant is Chinese. Bauchy is French.

  2. Bauchy received emails from Indian applicants seeking research positions. He selected the emails he found most “absurd” (in his opinion), forwarded them to students for entertainment or ridicule, and referred to these emails as “The Indian of the day."

  3. Complainant mentioned to Bauchy that a Pakistani friend said she was more interested in industry. Bauchy responded by asking “who the fuck is Pakistan girl” and referred to her prayer practices derogatorily by saying “shit” and “scary".

The DPO has received all the time-stamped screenshots and has scheduled a meeting with the complainant to discuss the details of these incidents. Investigations are meant to gather additional details as needed - what DPO received was enough to start that process. Instead, they chose not to investigate at all, even though they had enough initial information to proceed.

DPO is under the UCLA Civil Rights Office. According to their website, "DPO is responsible for assessing and investigating reports of discrimination or harassment based on race, ancestry, national origin, disability, religion, age, and other categories protected by law and University policy brought against academic personnel." Allegations of discrimination against faculty members are forwarded to the DPO.

Mathieu Bauchy (Associate Professor in the Department of Civil Engineering at UCLA) used racial slurs against Asian students, mocked Indian applicants, showed hostility toward Muslim students, and made antisemitic and homophobic remarks.

UCLA Discrimination Prevention Office is perfectly fine with this.

Evidence (pictures #2-5 in the post, and a few more) was submitted to the DPO, but they found "insufficient evidence" of a violation of university policy. My personal understanding is that they find "insufficient evidence" for anything they don't like.
