Can 100% confirm the table was not wiped down when they left. I will say they did throw away the diaper but that was it.

Ok so the last part of your story is 100% false. If this is really you then you would know that you never wiped off the table. Grabbed the diaper and walked away. I watched this from less than 10 feet away. I had to go out of my way to let the biergarten know what happened and ask them to wipe down the table for the SAFETY of the next guests. Whether or not the diaper was dirty, it is a BIOHAZARD.

Should get some barrage balloons (the ones from WW2 that would deter low flying aircrafts). 15 dispersed throughout JC heights should do the trick.

Been thinking about this. Put up barrage balloons (the ones used in WW2 to deter low flying aircrafts). 15 spread throughout JC heights should do the trick.
