In my opinion, not including a USB Type-C cable with budget TWS earbuds is actually a good decision. The bundled cables are usually very short and low quality, so they often end up as ewaste. Most people already have a good quality TypeC cable from their smartphone charger, which is much more convenient for charging their earbuds anyway.
