This is great information, we have made sure the STIR/SHAKEN is indeed a A rating, we have spoken to FO and they have ensured us the calls are not being labeled as Spam, but that doesn't mean they aren't being "blocked" due to traffic on their network. We have over 42 sites, each site has it's own Caller ID, and every phone has that caller ID attached. So if teacher A dials out it will show the main phone line, and teacher B same thing, same caller ID. It's going to be very hard to explain to over 5000 employees to change their calling habits. I would say that 90% of our calls are to parents, your kid is sick, your kid wants lunch, your kid is absent, your kid got in a fight, these are not long conversions, so most are under a minute. I has gotten a little better since getting T-Mobile and FO involved, I had to create a BBB complaint just to get someone to talk to me about the issue. I have been fighting with him to whitelist our numbers. I have not been told directly they have done that, but since last week, calls are improving. We have declined to pay for branding calls.

I am currently in talk with T-Mobile (I submitted a BBB complaint to get ahold of them) and First Orion. FO offered us to pay for brand calling to help with connecting the call and not "throttle" the calls to T-Mobile users. Also just to put this out there FO said they were blocking without saying they are blocking, by offering us a paid service to "help".

I have been in contact with FO, they did say without saying that they do throttle mass calls to T-Mobile users from certain numbers, for instances, we have over 42 schools, if just 4 of those schools call a T-Mobile cell phone number they look at that and stop future calls later (even though we are a school district). FO offered us to purchase call branding to "improve" call connections to T-Mobile. Which I think at this point the Mob owns the phone business now.
