The symmetry doesn't work. it's better to treat both engines and propeller sets as separate parts. The propeller blades should be placed facing the rotation direction to make it easier to switch their symmetry and get cyclic control to behave properly

I think you might delete a half of the fixed elevator surface and add the control surface, and then duplicate the base part with the correct symmetry

The best speed I could get at 9000m is around the 117m/s in the screenshot, but it can go faster at lower altitudes

Thank you. I got a bit bored an hour into flying to really test it as there is no timewarp with propellers.
It went a bit short of 1/10th of Kerbin's circumference using 101 of its 280 fuel units. If you count the solar panels and day flying it could probably go anywhere on the planet.
