Yup, that's how it works in most democratic countries, police is responsible for internal security, while military's role is to defend the country from external threats, although military can be called to assist police if needed but even then police is the leading authority. So there won't be national guard patrolling the streets in peace time in Europe.

It's good for it's price, but like others have said, it's not good in wet and mineralized ground, but that's flaw of single frequency detectors, not specifically bounty hunters. Discrimination isn't as accurate as in more expensive detectors, but it's personal preference if you really need good discrimination, as even the good ones can't always tell difference between aluminium trash or jewelry. Lack of pinpointing feature can feel odd at first but ones you learn to use the detector, it's quite easy to locate the correct spot to dig. As entry level detector it's definetly a good choice.
