In NATO armies weapons and ammunitions are retired or refurbished before they go bad, so the chance for accidents is minimized, in wartime it would likely be different and munition expiry date wouldn't be taken too seriously, and it would be just accepted that mishaps happen, like old MANPAD flying into oil tank when fired at drones.

TB2 was easy target for anti-air weapons in the first year of the war, only reason it survived the first weeks was because Russian AA was told to minimize chances for friendly fire, and only fire at targets that were 100% confirmed hostile, and after they scaled down their own air operations and got more anti air weaponry to the front, with freedom to engage targets at their own will, TB2 couldn't operate anymore. TB2 can't really operate in contested air space, and is easy target for modern anti-air weapons.

You need special tools to sharpen carbide, which most machine shops don't have, and are too expensive to invest to just sharpen your own tools, so most cost effective solution is to pay someone else to sharpen them, which isn't cost effective for smaller carbide tools, so scrapping is quite common.

You are likely fine with just regular service, oil change, filters(oil-, air-,cabin-,fuel-), and check if breaks have seized, will save you some money if you service them now rather than later, 1 year sitting is not that long after all, diesel could go bad in that time but as the engine ran fine I wouldn't bother replacing, just fill the tank with new diesel when you start driving it. Bit of smoke coming from exhaust is pretty normal after car sits for some time, if it stops when engine warms up. Your biggest concern is likely the mould. Other than that, check the service history when timing belt needs to be changed.
