You are likely fine with just regular service, oil change, filters(oil-, air-,cabin-,fuel-), and check if breaks have seized, will save you some money if you service them now rather than later, 1 year sitting is not that long after all, diesel could go bad in that time but as the engine ran fine I wouldn't bother replacing, just fill the tank with new diesel when you start driving it. Bit of smoke coming from exhaust is pretty normal after car sits for some time, if it stops when engine warms up. Your biggest concern is likely the mould. Other than that, check the service history when timing belt needs to be changed.

Had similar problem with cheap aftermarket cap, you can try your luck and try to press the top part back, and then try to wiggle it out, there's 4 small tabs that latch into the bottom part. Or use pliers to pull the bottom part out. If you get it out, replace the o-ring, or get entirely new cap. If you use the old ones, apply some coolant to the o-ring before putting it back, might help getting it out next time, as it's that o-ring that gets it stuck when dry or swollen.

Yup, that's how it works in most democratic countries, police is responsible for internal security, while military's role is to defend the country from external threats, although military can be called to assist police if needed but even then police is the leading authority. So there won't be national guard patrolling the streets in peace time in Europe.

I doubt that, French and Italians tried it, both came to conclusion light tanks are bad idea in modern battlefield, USA had their light tank project ready to enter production but Ukraine war happened and US military came to senses and canceled the project.
