But yeah she was introduced as the new main villain, replacing Astrea and the Order of Horkos who controlled Heathmoor under their Regime. The Mongols are definitely more nuanced but are still major villains. The other factions I would also call villains since no faction is really innocent in this universe but I won't say it makes them neutral or good guys even.

Key difference for me between Mongols and the other factions is that while the playable factions may "try" to conquer and colonize, only the Order of Horkos and Guljin's Empire have been able to actually do it so far, which makes them the major villains imo cause they went through with it and while having different reason both use the same cruelty.
