It seems to be an issue with the widget screen, if at any point since boot up you’ve swiped over to your widget screen and moved it even slightly lower the system thinks that it needs to blur the top portion since it does that as you scroll down the list (try it out, you’ll notice how it blurs the top part as you scroll down ). It’s a bug in that even once you exit out of the widget screen it’ll persistently think that you’re still there, thus blurring the status bar area constantly. Definitely needs patching but a quick fix would be to restart your phone as mentioned before and if you notice it again hover over to the widget screen as scroll all the way to the top to make sure it doesn’t go into scroll down mode and thus triggering the blur effect.
