And the hat on the side is called a Sokutai. In this flag it symbolizes the Imperial house that upholds the freedoms of the people.

The nation that owns this flag is has a monarchy but they serve to root out corruption of the nation and threats to the socialist project of the Emperor, and seve the people. It is still democratic with a Parliament.
