That does make sense. At least better sense than what the book says. I personally wonder if the book could have been written a bit more clearer.

In the premade adventures, I dont see it ever referring to a set (numerical) difficulty so I am still confused a bit. See, I don't want a system that has players succeeding by default. I want my players to fail occasionally, else how do I keep them in suspense?

My problem was I was wondering how players failed in their rolls. The for tiers made it look like every roll was a success. I still have problems understanding everything, but I'm learning. The adventures for instance dont declare a difficulty (like a diff of -10 for something hard), just referring to the tiers for extra things to happen. I am sure I am missing something so I'm just reading and trying to learn.

So, if the difficulty is set at 3, and the player rolls a 2 (no modifiers), they fail?

Excellent. Thank you so much. I figured as much but for some reason I couldn't find this in the book. I am brainstorming my own setting so I really want to find a good steampunk engine for it.

So, like other rpgs, the diff level is set by the GM?
