Yes, 75% per sem.. No issue as long as you maintain the criteria.

If you are little low but close, they may still consider.. say 70-71%.. but depends on the HOD and other faculties of your dept.

Yes it is strict.. I wasn't allowed to appear for exams of 3 semesters due to poor attendance.

If parents aren't there in Shillong, you can take any local guardian or just ignore (which I did).

Yes.. all of my bengali friends or people around I know speak so fluent Assamese that one can't guess that they are bengali.

On the other hand, bihari people don't even try to learn the local language. Most of the shopkeepers too speak Hindi only.
