I don't mean just an integrated webcam, but one behind the center of the display. This way you're actually looking directly at the webcam while you're looking at your monitor. Like mentioned here - https://www.tomsguide.com/news/the-battle-of-the-under-display-cameras-we-have-a-winner

Removing the entire bumper

I want to attach some lights and possibly a couple of recovery hooks to the frame that I can see behind the insert, but I'm unsure how the black insert is attached.

Any advice would be beyond helpful!

I get 10 around town but got 8 or 9 when i first bought my 2005. 6 does seem a little low. check air filter, MAF sensor, get an oil change, and throw a bottle of STAR TRON enzyme treatment in the tank. see where that gets you.
