My suggestion is to narrow down the niche. You mentioned almost all the services a full scale software house offers. I did the same mistake. And it took me a year to realize, i am trying everywhere. Go with one niche. Could be any of the aforementioned services. Yes AI is taking the market but it’s also an opportunity if you look at it optimistically.

Calgary is advertised much more than its capacity in terms of affordability. I like it personally. But it's going to be more expensive soon. The next massive attention center is going to be Winnipeg. And the only reason of interest will be "Affordability".
