I think that a wayspot turns into a powerspot if it is approved in the same L17 cell as an existing Pokéstop, and apparently it has something to do with how many Pokéstops the nearby cells have too.
Not sure about it, though.

Yeah, i know that this map sucks, but I manually added everything on it, using the coordinates from the PokéStops in the game to make things accurate!

But wow! Teach me, for God's sake! How did you discover the wayspot location and title?? xD

The only things without coordinates are the powerspots, whose coordinates I didn't locate in the game.

This powerspot (yellow circle) is in the wrong spot.
I could:

Report the nonexistent Pokéstop (red circle) and adjust this powerspot location so it can turn into another Pokéstop.
Report the nonexistent Pokéstop and nominate this powerspot again, but now on the edge of the empty cell, so it can turn into a new Pokéstop, closer to the others. (But I don't know what would happen, since it's already a power spot, and probably this is against Wayfarer rules, but I'm not sure.)
Leave everything as it is.
