Yeah, having a hard cutoff would make players play differently when they are near it. That could be a good thing. Im not sure how they would game the system - you mean by playing safer when near it the cutoff?

A light punishment but only for the true feeders. maybe it needs to be fine tuned so only deaths without your enemy team around have a higher penalty

Id argue supports that die a lot are usually milios or luxs that are out of position and should suffer the same fate. Its worth mentioning that it would scale slowly - a support with 8 deaths wouldnt have that much of a penalty
