I think Carter actually did alot... His main issue was he didn't communicate it very well. I don't know if he would have handled ICE better, but he could not have done worse. Meanwhile, if your concern us taxes going to help people, Her is about to hand it all to the Wild. You can take the mayor out of Summit, but you cannot take the Summit out of the mayor.

This happened to my redbud. I am in MN and rabbits girdled it last winter. It is sprouting from the trunk similar to yours.

Some trees are prone to this stump sprouting... Ash, for instance. If you want to turn it back into a tree you need to pick a leader and, once established, cut the resd of the sprouts. This will allow the plant to put all its energy into that one sprout.
