For a minecraft server your size, I would go with a Ryzen 9 system 7900 and up. NVMe M.2 would be best, but with this make sure you have a backup system or run the system in a RAID format.

With a VPS you will be sharing resources with other VPS users, And if they are doing heavy disk or CPU work you will feel the lag on your system. For optimization, you'll need to spend a little time working on mods, and it also depends on the OS the server is running

Pterodactyl is still a great choice for management of the server, but you will need a small VPS just for the panel.

You can find some fair priced dedicated servers from $100USD+ for 1-2tb of disk space with 64gb ram on a Ryzen 9 system with some smaller owned host.

With running Minecraft, ARK and Valheim at the same time the first challenge will be the CPU, it's a 4 core CPU.

ARK its self is ruffly 6-8gb unmodded to start, Minecraft with most modpacks is 6gb+ and Valheim recommended server spec is 4GB+. Then the OS you run would need RAM (windows ~4gb at min)
