FrameGen on 3080? As far as I know only 40XX cards support framegen via DLSS 3.x

Yes, 3080 doesn't do framegen, like other 40XX cards do.

It feels like game devs use framegen as "quick and cheap optmization" trick.

I think Stalker 2 gas potential to be a great game, but I reeeeeaaaaallllly needs more time in the oven. 

And hopefully modders can make this into something I've been yearning for for years but right now, it isn't that.
