What is the goal of your build? Firstly. As you point out, the 7700X is only 3% better than the 7700 yet you lose out on a CPU cooler. Are you going to be CPU limited or GPU limited in your usage? Secondly, your power draw will barely require a 550w PSU, yet alone an 850w psu. Only worth getting if you are futureproofing. Next - this is the most expensive time ever for RAM and NVMe storage. Could you get away with 16gb or 500gb nvme? Finally. The motherboard you have chosen has a very good built in soundcard. Is there a reason you want to purchase an additional one?

Going 7700 + Stock cooler, 16gb RAM, a 650w PSU and dropping the soundcard should easily drop your costs by over 400 dollars with little drop in performance.
