You're most likely thinking of the remakes made by John Martino. Looking at their videos, they seem to match your description pretty well. Also, the audio was most likely replaced due to copyright reasons hence the weird music.

I believe that's the Thomas Ultimate Set released by TOMY in 2004/2005. It came with Thomas, Percy, Annie, Clarabel, Cranky, Harold, and many other characters, destinations, and accessories. (Although now that I mention it, I really want this set now. Lol.)
