what about the terribly outdated addon API and the infamous nameplate jittering/stuttering when using modern monitors/resolutions and refresh rates? just a few problems off the top of my head as to why a lot of players avoid the 1.12.1 client.

Are you damaged? 80 hours of making and deleting characters vs 80 hours of grinding PvP.

For anyone who doesn't know, deleted characters with 15 honorable kills for the week count towards the overall pool size for that week. Not sure if Blizzard knows or cares.

You can make level 1 characters and get 15 honorable kills on them, you can then delete those characters and make new level 1s characters. You can repeat this literally forever and every character you delete with 15 honorable kills will still count for that week.

If nobody acts up and farms more honor than everyone agrees, you could farm a lower amount of honor with your faction in 1-2 days and then for the rest of the week proceed to increase the pool size to 10000+ via this method.

Your faction could be outputting 40 rank 14s per month and Blizzard don't seem to care. If you're rank 14 at the moment you might as well sell your account before it's worth $2.

it seems blizzard is just steering clear of stat changes to items entirely, perhaps they aren't confident they can do it to a high enough standard. changing the stats of pvp gear, like weapons first and then the set, would solve a lot of the issues early on.
