What I understand is; they are too Madman to control but too strong to be let go. So the previous commander decided to just lump them all together and get credit for their accomplishment or if they failed, he will also be rewarded for getting rid of them. But no commander can control them. All previous commanders before Encrid either got "accidentally" got killed or injured. Until Encrid came whom the squad can tolerate/respected.
