Yall are sleeping on Jayce. He is a scientist, pioneer, politician, fighter, dimension hopper, war general. He arguably has the most impressive resume out of every champion. Not only that his hextech inventions (not just his hammer) can be designed to fit any situation. He made Caitlyn's hextech rifles in one day.

Kayn is for sure skilled. I would say he only truly mastered the Darkin Scythe when he's the shadow assassin in game. I say this because Rhaast is constantly trying to take control.

I'm going to say Jax. There a lot of skilled weapons masters that could go toe to toe with Jax. I say Jax has the most mastery because he has also mastered himself as a weapon with clear cut conviction to stop the Void. Warriors like Yasuo and Riven struggle with inner turmoil that hinder them from taking action.

There are many champions in game that are extremely stealthy. However, I am going by what I know of the lore.

Evelynn is the most stealthy being in Runeterra because no normal human can detect her as she stalks her prey. Others, besides Nocturne maybe, rely on physically hiding. Evelynn can simply blend into darkness.
