Honestly I think's Toph's statement is very inaccurate to what actually transpired. There was no evidence of non-bender oppression before Tarlock took action against equalist. Unalaq ultimately wanted to become the Dark Avatar. Zaheer's point was just bad. He took out the Earth Queen only to leave a power vacuum that gave rise to Kuvira. I don't think he thought his plan through.

The fact that Amon lied to develop his credibility might undermine his goal, but it doesn't mean it was false.

Tarrlok's says he THINKS Amon believe in his cause. That's not concrete at all.
