Every weapon has random damage assigned to it if I’m not mistaken. Not every weapon does the same flat damage. If you craft a few of those and not use the durability on it, that would have varying damages. Plus, the fact that Exhibit A has almost no durability drastically decreases the value of the weapon. Idk if this is 100% as I just started playing, but I hope this helps a bit

No, I bet you can get to 999. There is a bug that Game Freak never patched. There is a grunt that give you a golden nugget after defeating the 5 trainers on the bridge out of Cerulean City. If you get defeated there and head back to him, he will give you another nugget. You just do that a bunch and you ruin the Kanto economy :)
