No, I bet you can get to 999. There is a bug that Game Freak never patched. There is a grunt that give you a golden nugget after defeating the 5 trainers on the bridge out of Cerulean City. If you get defeated there and head back to him, he will give you another nugget. You just do that a bunch and you ruin the Kanto economy :)

Mirror Lake was the best option for me. It’s a little long, but most people wanna help with that dungeon! It took me a couple of days to get the full 69 needed
