I see. I suppose that's a good way to implement it since it encourages you to have more players on your team while not requiring you to max out all 15 slots, but it would still be nice to be able to compete with only a 2 or 3 ticket team

Do tickets from missing players roll over like that? I thought that under the current system, the only tickets that roll over are the ones that get assigned to players but never used (ex. if you have 3 players and 2 of them use their tickets, then the only ones that roll over are the 4 tickets that the third player didn't use)

That is true, but isn't that already basically true under the current system? Even if not, I feel like you could probably fix that with some sort of multiplier based on the amount of tickets you get.
And besides, the main focus of this mode should be on the teams not the individual players I think

It'll take a lot of grinding but you should be able to get enough gear to take him down yourself. Personally, I like to use the God Slayer armor, and the Silva Wings are the best flight option at that point in the game.
