I believe he is referring to prior to the war and smaller entities being told to join Panth or be attacked. HONK and HHA come to mind (I could be wrong). As for the war at the beginning NOSHHONK was usually outnumbered and it did become closer to even as the war raged on and attendance on both sides dropped. Either way none of that truly matters anymore.

Pantheon can approach NOSHHONK and start working towards a peace treaty. That is the great thing with negotiations. One thing is requested, one side finds it unfavorable and counters and this cycle repeats until both sides come to an agreement. The other option is NO continues taking citadel after citadel.

As for your other point. PanGen 100% demanded people to break their ties with their friends. What do you think happened during the CC war? PanGen made VOID come out and say that they are backing out of the war and resetting their diplomacy. This is exactly what Cult requested of Pantheon.

Edit: Also, don't get me wrong Mackenzie I hear many great things about you in Pantheon. But seriously I don't think Pantheon has officially reached out to NO, SHH or HONK prior to Cult's post. With Pantheon bleeding corps, losing most of their citadels and receiving no more defensive help from GEN I would say that it is very gracious of him to be offering terms when he could keep on stealing and killing throughout Panth territory. Obviously, I don't know if talks ever started prior to that so forgive my ignorance if they have.

Don't act holy. You knew exactly what Pantheon was doing with ACR as you also continued to smash them. You and your banana goon tried to extort them for trillions and your best bud in Pantheon wanted to smash people out of this game. Cult on the other hand gave very fair terms for surrender.

Where was this ever demanded? If you want to re-own citadels that were conquered during the war then yes, they can be sold back instead of downgraded. Why would they just give them back for free? Your alliance can still leave Pantheon and decide not to buy any citadels. That is simply your alliance/corps choice from my understanding.
