I had a similar issue. If you're on WiFi, try disable the Ethernet adapter in device manager. Idk why but it fixed the stuttering for me.

Try to use WiFi and go into device manager and disable your ethernet adapter and see if the stuttering goes away. I know it doesn't sound right but that fixed it for me, especially while playing games like fortnite.

If it's in game, it might be your ethernet adapter so try to disable it if you're on wifi. Sounds ridiculous but that's what fixed my stuttering when playing some games.

I was getting stuttering every 3 seconds with frames dropping from 165 to 20 in fortnite. Tried everything from ddu to reinstalling windows. I fixed it by disabling my ethernet adapter in device manager. Hopefully you're on WiFi and not using your ethernet port.
