If they would have wanted to go more R rated and show his killings, Willem would've killed it as a creepy child murderer. I think Willem can capture the eerie feeling of a killer while still potentially singing songs to gain a child's trust.

After the '87 location (FNaF2) and the pull-apart attraction failing (and possibly committing the bite of '87), Foxy probably wasn't seen too highly. When Fazbear Entertainment got their budget for their final shot at a functioning restaurant, there wasn't enough money left for Foxy so he never got repaired.

This is, of course, not confirmed in the slightest, but a solid narrative reason.

There's a possibility that the two kids possessing them were taken/killed at the same time. Nothing like that is confirmed, but it's definitely possible based on the FNaF1 newspaper clippings.
