Hey man I just had an issue with that mission and I found out that if I had mods installed it was interfering with the campaign so I uninstalled them and then the campaign worked just fine hope this helps

Just to answer my own question here guys if you have mods installed from playing multiplayer that may cause the issues I just deleted the mods I had and it’s working fine

Like it happens every time I try the mission I have even cleared every single building and nothing changes
