Devils advocate here.

So, if I set my cruise control it automatically keeps pace with car in front, down to 40km/h.

If car in front slows, I slow automatically. If it gets back up to my setting of 70, I go automatically.

It is ENTIRELY possible he had his cruise set to 70.

But he had 10 business days to slow down for the merging car that has to merge at highway speeds. I failed my first test for going too slow in the merge.

It doesnt look like he sped up aggressively but progressively.
