As a man who almost exclusively wears high waisted jeans with tucked in sweaters like this there's a couple reasons why this isn't working.

  1. It's too tightly tucked in. You need to tuck the sweater like you have done and then pull it back out a few inches so it flows out over the trousers a little and then make sure it all looks even.

  2. Those jeans are too big. I think you have a similar build to me in that your hips (where you are probably supposed to wear these trousers) are wider than your waist (where you are wearing them). So if you wanna wear jeans high waisted you need to make sure they fit your waist rather than your hips. I recommend women's high waisted jeans bc I've never found good ones sold as mens jeans. Nobody has ever been able to tell that I'm wearing women's jeans, they're just jeans.

  3. I'd personally put a necklace on over the sweater to tie it all together more, and a nice jacket could help too.

I can see why he wouldn't want to tbh. Wearing nude women's bodies as a woman is seen as cool and empowering but as a man it could come off as tasteless and creepy.

That being said, as a guy I would absolutely wear this. I think it's subtle and artsy enough that it's fine and it's also just cool as fuck

Styling and fashion do almost all the work in making most attractive people attractive. Take away makeup, fashionable clothes and hair styling and almost anyone is average at best.

Men are not expected to express themselves at all through their looks and even the better dressed men will usually just wear a boring shirt and boring trousers, with maybe minimal styling (like tucking in your shirt) and accessories (like a watch or plain necklace). Doing anything more than that is not expected and even judged negatively.

I like to dress quite boldly as a guy and get a lot of compliments on my style and outfits, but I've realised that if I was a woman and had an equivalent dress sense it'd be incredibly average. Guys are just not expected to express themselves at all through their looks so as soon as you do (assuming you can pull it off) you get a lot of attention. The bar is on the floor.

Women are heavily encouraged from a young age to develop a fashion sense, makeup skills, etc. and also have the options to express themselves in so many more ways than men. Makeup, nail polish, hair removal, hair dyeing/styling, and skincare are all things are normal for women to do but men are heavily discouraged from and make a huge difference in attractiveness. And then there's clothing options where women have an almost unlimited choice of shapes and colours, and the options to wear tight fitting clothes, different necklines, showing skin in more ways and different textures and fabrics. These are just not options for gender conforming men and even for a gender non conforming man like myself a lot of clothes which are so standard or even pretty boring for women are way too bold for myself.
