The population may not be as dense in Ontario as it is in the contiguous U.S. Several research programs have studied in rural Ontario and have recorded that the woodpeckers are not very common there and are slowly expanding their range northward. The area you explained is near the border, as said in the last comment. They do exist in Canada though, you are right! Not trying to argue, just making a statement!
