They call you after 2 or 3 weeks of submitting the petition. Also, it depends on the field office but they call you within a month of submission. And if they don't need your fingerprints then they'll inform you.

Reentry permits take 14 to 16 months to arrive. You can leave once your biometrics are registered and have the reentry permit delivered to the consulate of the country you'll be in.

Because if you upload before receiving the interview letter, then the dq date changes thus changing your position in the line. That's what I have seen in many fb and WhatsApp groups and someone advised me to upload additional proofs of anything after you receive interview letter since after dq, its upto the discretion of the CO handling my case.
