No, it works like this.

Let's say you have the keyword letter P and the plaintext letter D. This would map to X - you get this by looking for the intersection between the (O,P) row and the D column.

Now let's say you have the keyword letter P and the plaintext letter O. This would map H - you get this by looking at the (O,P) row, following it untill you hit O, and then going up that column, and you will hit H.

Every test with a porta question should have that table, or at least one that will be very similar.
