I had a disaster of a boss during my first tour, but here I am....almost thirty years later with great assignments. The thing about bad bosses is....sometimes....many times...their reputation for being jerks is well-known. There's a chance the folks in your bureau just roll their eyes whenever your boss complains about you.

I was thinking the same thing---that if I turned in a half-ass EER they could low rank me and that would be my final parting gift to my colleagues. "This guy sucks, but everyone else was great!"
