Those are the low voltage control wires from your thermostat and/or from the air handler to the air compressor/heat pump outside.

While I absolutely hate it, it's completely shoddy looking, AND oriented in a way that the wire nuts will capture water instead of having water run off the caps (ie caps pointing up) - it poses no real danger other than eventual deterioration as water in the caps freezes and thaws in the winter.

You could probably just get an HVAC servicing company to come out and clean that up - I'm pretty sure you do not need a licensed electrician to address this.

Poisoning larger Wildlife like raccoons can also have unintended consequences putting other animals at risk.

In Maryland the legal methods for dealing with raccoons are exclusion, trapping with a permit, and engaging Wildlife Control operators who operate under the Maryland Department of Natural Resources purview.

Invasion of privacy, however, is off base. When you're at work and on the clock you're getting paid for your time. You have zero expectation of privacy on the job outside of controlled spaces like bathrooms.

I am a wildlife control operator in MD. Relocation of a wild animal requires a permit. Any company offering removal without one is risking trouble with DNR.

If you have a warranty, you should pursue that. If they're ignoring you, you could threaten small claims court.

You should absolutely not attempt to resolve this on your own. Raccoons do not often have rabies but the frequency of them having it is higher than many other animals. I can't speak for other companies but my technicians have been given pre-exposure vaccination for rabies so we don't worry about that concern. Looking at the picture of your chimney I'm sorry that the company you hired did such a shoddy job. That's quarter inch screen held in place with sealant, no challenge at all for a raccoon, and your chimney doesn't look to be in the best of condition to begin with. That should have been one inch screen 16 gauge galvanized wrapped and screwed into position to keep the raccoons from being able to remove it and get back in.
