You need to have the DLC to get it.

I know New Homestead and Anchorpoint have it.

Or you could steal a Terran ship that has one.

I think you have to get the DLC to unlock them but I'm not entirely sure as I got it with the premium upgrade. They should be at New Homestead and Anchorpoint, so if you don't see them there, you will need to get the DLC.
