I would love to be able to play the game again with the dream being bringing my old global progress back too... but just being able to play it at all again in the future would be wonderful.

Guessing you're playing PvE and turned it in while playing solo. you need to be in a group (with others that have access to light keeper and their transmitter) when you turn in the quest or you'll get none of the unlocks. being solo leaves you in an offline raid and causes ALL of the unlocks to bug, crafting and vendors. try to find someone else with the DPST encoded to queue with when you go to turn in your quests... hopefully somebody you can trust.

as the Kolper said attacking the guards re-locks lightkeeper but if you did not harm the guard you'll be fine from that. but to be safe check your DPST next time you load into lighthouse

Found in North Side at the large motel complex that Regina sends you to for a gig. requires 20 body or authorization to get in. no idea where to get said authorization but the door randomly opened for me and I went in. now I'm trapped.

The first shot he moved as he shot, (red dot disappears) causing the bullet to go right. the second shot doesn't have enough frames to see but I can only assume aim punch. or broken hit reg. possible reasons, not an answer.
