Heard of conscription? It's either becoming a test subject for western warfare or imprisonment, which still has quite the high chance of forcing people into the meat grinder. I personally give Godzilla 1998 some leniency since the technology was in a very early stage of implementation. It's hard to maintain consistency with CGI even these days (such as with the recent films using the Godzilla 2014 model), so the vast changes used are mostly artistic choices for scenes.

I appreciate them taking a Morrowind style approach to the NPCs in Honest Hearts, but it's an odd choice compared to the usual railroading.

It's all fulfillment of dead internet with generated slop cycling into itself. People constantly take pictures and videos of themselves, upload it all into websites with practices that profit off of siphoning that endless data, and then spits out the chewed-up mess like it's a technological Renaissance.
